To help our users clearly understand the daily transaction standards of the UUPAY Card and minimize the channel resources wasted by invalid transactions, this announcement outlines the relevant rules and fees regarding failed or declined transactions during the payment process:
What is a Transaction Decline?
A transaction decline occurs when a payment attempted with a UUPAY Card fails to complete and is rejected by the issuing bank or the clearing network. This can be caused by insufficient account balance, unsupported merchant channels, risk control triggers, or other underlying reasons.
Decline Fees and Calculation Rules
When a transaction is declined, the partner bank generates a corresponding system processing record. The platform will perform a comprehensive calculation combining a fixed per-transaction fee with the user account's overall transaction decline rate:
Per-Transaction Decline Fee:
The partner bank's standard processing fee for each declined order is 0.5 USDT per transaction.
Decline Rate Waiver Mechanism (Free Allowance):
The platform will periodically calculate the overall decline rate of the user's account (Formula: Number of failed transaction orders ÷ Total initiated transaction orders).
Decline Rate < 30%: Although transaction failures have occurred, because the account's overall health remains good (decline rate is below 30%), the platform will automatically waive the 0.5 USDT fee. The user does not need to bear this cost.
Decline Rate ≥ 30%: If an account's overall decline rate reaches or exceeds 30% due to frequent blind card-swiping or prolonged insufficient balances, all failed transactions generated by the account will no longer qualify for the waiver. The processing fee of 0.5 USDT per transaction charged by the bank will be borne by the user.
Helpful Tips
Please top up sufficiently: Before spending, please ensure your UUPAY Card has a sufficient balance (including any potential minor transaction fees) to prevent transaction declines due to insufficient funds.
Confirm merchant support: Please avoid repeated card-swiping attempts on merchant platforms that explicitly restrict or do not support virtual cards, as this prevents driving up your account's overall decline rate.
